City Without Violence
 
The "City Without Violence" program is an innovative work model designed to confront all types of violence on a city-wide/system-wide level.

 

The "City Without Violence" program is a municipal system-wide program designed to confront and deal with issues of all violence occurring in a specific city.

The program focuses on all of the municipal variables which affect the violence in the city and can potentially minimize the phenomenon. On a practical level, the program includes dozens of projects in the fields of enforcement, education, leisure and welfare.

The “City Without Violence” Vision
Creating a climate within the cities, which promotes the values of mutual respect, tolerance, communication and negotiation; all the while, maintaining human rights on one hand -and on the other hand- condemning the breaking of the law and the use of illegitimate force of any kind.

 

The Aim of the Program
To treat the various phenomenon of violence, on a constitutional and a municipal level including: domestic violence, violence on the roads, violence among adolescents, violence in the schools and delinquent violence. This can be achieved by identifying the common elements in each of those cases and coming up with a solution to each element. Such a process is carried out by enlisting all the systems that deal with the issue (The educational system, the welfare system, the health care system and the police) to cooperate in order to solve the problem of violent acts in the cities. Only by cooperation from all the systems, could an all-inclusive municipal alignment be established that would be synchronized and effective, and chaired by the head of the local council; for the sake of enhancing personal safety, minimizing the violent acts and substantially bettering the standard of living.


Goals

  • Gradual and substantial minimization of the various acts of violence in the cities
    Whereas other programs talk about either a sharp short-term decrease or a slow gradual process, the “City Without Violence” program considers it its’ goal to substantially decrease the statistics of crime, delinquency and other acts of violence. This ought to be done gradually, that is- within a period of two or three years, which is sufficiently long enough to notice a decline in statistics.

  • Increasing the sense of personal security and protection among the city’s residents
    The citizens' sense of security is the third most influential factor on the quality of life in Israel. The ability to increase the citizens’ sense of safety together with the ability to conduct a normal and fear free city/community life, will therefore substantially increase the standard of living in that particular area.

  • Constructing a municipal infrastructure that would deal with and prevent violent occurrences during the upcoming three years
    During the first three years of the implementation of the program, we must invest in educational projects and in the training of both municipal and local work teams, so that the teams will be able to execute all the programs and projects within three years, and there will therefore be no need in bringing in lecturers and councilors from outside. By doing so, we will also be saving the costs of the procedure as well as creating a heightened sense of commitment within the teams. Establishing a local municipal infrastructure will ensure the long-term implementation of the program and the modification of the necessary budgets accordingly.

  • Developing a municipal model for the effective treatment of crime and violence of all sorts 
    The “City Without Violence” program is equipped with general principals and a built-in “tool box” which is well-organized and known to all the authorities (so that each authority could make the necessary amendments).

  • Coordination, integration and organization of all the activities and participants in the areas that are concerned with the issue.
  •  

  • A reexamination and organization of all the factors and authorities within the municipality. Proper mapping, and creating an interface system and correct management of the existing knowledge will all serve to increase the cooperation, and will therefore upgrade the method.
